- Mediate water-related conflicts
- Support administion of the Blue River Compact
Jurisdictional Area
- Southeast Nebraska (22 counties, 12,600 square miles)
- Lower Missouri, Lower Platte, Little Blue, Big Blue, Little Nemaha and Big Nemaha rivers and their tributaries and accompanying drainage basins
