Lower Platte River Basin Coalition
The seven Natural Resources Districts in the Lower Platte Basin and the Nebraska Department of Natural Resources (The Coalition) have signed an interlocal agreement to adopt, implement, and maintain a Basin-Wide Water Management Plan (Plan). The Plan focuses on water use policies and practices that contribute to the protection of existing surface water and groundwater uses while allowing for future water development. The Agreement is also intended to provide the flexibility for Natural Resources Districts (NRDs) in the basin to work cooperatively in a way they would not be able to individually. These water use policies and practices are implemented through incorporation into individual NRD Integrated Management Plans with the NE Department of Natural Resources (NeDNR).
The Coalition has the following powers:
- To retain a coordinator
- To retain legal and other professional services
- To hold Coalition meetings, public meetings, and hearings
- To contract and enter into agreements with agencies and others
- To receive and expend funding from various sources, including members and grants
Membership
Members include NeDNR and the seven NRDs within the Lower Platte River Basin:
- Lower Loup NRD (Lead party for the Coalition; contracting member on behalf of the Coalition)
- Upper Loup NRD
- Lower Elkhorn NRD
- Upper Elkhorn NRD
- Lower Platte South NRD
- Lower Platte North NRD
- Papio-Missouri River NRD

Directory of Coalition Members
Board of Directors
- Two (voting) representatives from each member
- To determine overall direction of the Coalition, set policies, and adopt annual budget
Management Committee
- General or designee from each NRD and one designee from NeDNR
- To provide support for administrative, technical, and financial affairs of the Coalition, to include contracting for studies and services
Technical Committee
- Representatives from Members and other agencies as appointed by the Management Committee
- To review technical/scientific matters and provide information and recommendations to the Management Committee
Coordinator
- A NeDNR Liaison Position to the NE Association of Resources Districts
- Conducts day-to-day Coalition activities and communications
