The DNR digitized the SE corner of each section in Nebraska and identified the corner by that section number. Other corners were also digitized as necessary. Using these points, a polygon was constructed to represent the four corners of each section. They have been integrated into the DNR's computer data systems so they are available to all with the facilities to access the Natural Resources Data Bank.
Section 2-15,100 of the Nebraska statutes gives the DNR responsibility for conducting the State Water Planning and Review Process. The statutory purpose of the planning process is to coordinate and direct the planning efforts of the state agencies and the university divisions with responsibilities and interest in the water resources field. The statutes add that the process shall be designed to, amon other things, develop and maintain the data, information, and analytical capabilities necessary to provide state agencies and other water interests with a support basse for water planning and management activities. Location information is an important part of the water planning and management activities for the information support base.
This coverage is not intended to precisely define each section in the State. It is only intended to provide the general location and shape of the sections.

Most of the original data was digitized from 7 1/2 quad maps where they were available. This digitized information was processed on a PC with a FORTRAN program and then plotted at 100% scale and overlayed on the original to verify the accuracy. Many checks were programmed into the FORTRAN program to help correct or identify inaccuracies. Other error checking and correcting was accomplished using visual inspection, Paradox 3.0 and Arc/Info 6.0 and later Arc/Info 7.0.
The section corner codes were checked against a list of valid codes through a FORTRAN program on a PC. Additional checks were made on an Arc/Info workstation. All codes were valid. Maps were generated and a 100% visual check was approved. All data was checked several times through several error checking programs in Arc/Info 6.0 and 7.0 to determine if there were any section corners left unattributed or corners with wrong attributes.
In most cases the information was digitized from 7 1/2 USGS quadrangles maps. In areas where they were not complete or we did not have them, the 15-minute series was used.

spatial and attribute information
The goal was to digitize enough about each section so that the general shape and location of each section could be defined. 7 1/2-minute quads were used when they were available. The quads for an area of Cherry, Box Butte, and Sheridan counties were not yet complete for this process so 12 15-minute quads were substituted for 48 7 1/2-minute quads. The south east corner of each quad was digitized and that was enough to locate and define most of the sections. For instance, the SE corner of section 6 is also the SW corner of section 5, the NW corner of section 8 and the NE corner for section 7. However, this is not usually the case when the border of the section is a standard parallel. In these cases, the NE corner of sections 1-6 was also digitized and labeled as 41-46 to differentiate from the SE corner labels of 1-6. These are referred to as correction corners. Only section corners that could be specifically located on the 7 1/2 minute map were digitized and labeled 1-36 or 41-46. Some of the corners (such as in stream beds) had to be estimated since they were not identified on the maps. 50 was added to the label to indicate that it was an estimated corner. The range of estimated standard corners was 51-86 and 91-96 for the estimated correction corners.
